It's pubic, not public. I believe it's named pubic as the area where it grows is where the pubic bone of the pelvis is located.

Public hair: the ones on the head, as well as facial hairs... and body hairs when you're going shirtless?
Pubic hair: the one you covered by wearing an underwear.
