In order to be seen to tackling racism, the UK police forces have created "non-crime hate crimes".   Thjis is not a law or anything, just some shit the various top brass created out of thin air.

These can be put in your criminal record without you ever knowing about it, until you try to get a job, loan, welfare, insurance, etc, etc, etc.   

As the wording clearly says, what you were accused of isn't a crime and since it was not criminal, no investigation takes place.   

Simply liking a joke on the internet can cause this, as we found out from a legal case. 

If you get upset that a person, who happened to not be white, jumped the queue, they could claim it was due to them not being white. 

There does not need to be a victim.  The police can "complain" for the imaginary victim.
